Research into depopulation<\/h3> \r\n \r\n \r\n The Institute of Political Sciences is carrying out applied research on a particularly important problem of most European societies, including the Polish society, i.e., depopulation. This term refers to a decrease in the population of a given area within a specific period of time. In the case of Poland, it is mainly caused by the aging of the society, resulting, i.a., from a negative or low rate of natural increase, which does not ensure the basic replacement rate. The negative balance of migration within more than a decade after the accession to the European Union also contributed to depopulation.<\/p>\nThe studies on depopulation carried out by the Institute\u2019s employees are discussed in the following publications: Polityka spo\u0142eczna: rozwa\u017cania o teorii i praktyce (P. On November 16-17, 2017, a team made up of i.a., dr hab. Mariusz Mitr\u0119ga, professor of the University of Silesia, and dr Natalia St\u0119pie\u0144-Lampa, organized a scientific conference concerning depopulation studies. Its title was \u201cPublic Policies in the Time of Crisis. Dilemmas of Theory and Practice\u201d. Some of the speakers were employees of the Institute of Political Sciences: dr hab. Ma\u0142gorzata My\u015bliwiec, professor of the University of Silesia; dr Ma\u0142gorzata Lorencka; and dr Maciej Marmola. In addition, prof. dr hab. Robert Rauzi\u0144ski presented a paper titled \u201cSytuacja demograficzna obszar\u00f3w przygranicznych Polska-Niemcy\u201d [Demographic Situation of the Polish-German Borderland Area], and prof. dr hab. El\u017cbieta Trafia\u0142ek and dr Monika Zwartka-Czekaj discussed the problem of senioral policy as part of their presentations. An expert panel was also organized during the conference, with the participation of: Bo\u017cena Borowiec (Director of the Regional Social Policy Center of \u015al\u0105skie Province), Anna Zasada-Chorab (Vice-Mayor of Siemianowice \u015al\u0105skie), Jan Jele\u0144 (Director of the Municipal Welfare Center in Siemianowice \u015al\u0105skie), Grzegorz Sikorski (Director of the Provincial Labor Office in Katowice), Krzysztof Zamasz (Member of the Management Board of the Metropolis GZM).<\/p>\n
The conference \u201cPublic Policies in the Time of Crisis. Dilemmas of Theory and Practice\u201d was co-organized by the Society for Scientific Initiatives, registered at the National Court Register, whose members persons at the Institute of Political Sciences. Dr Robert Radek serves as the President of the Management Board of the Society, dr Pawe\u0142 Grzywna is the Vice-President of the Management Board, dr Natalia St\u0119pie\u0144-Lampa is the Treasurer, and dr hab. Tomasz Kubin, professor of the University of Silesia, is the Secretary. Dr hab. Agnieszka Turska-Kawa, professor of the Universirty of Silesia, and dr hab. Mariusz Mitr\u0119ga, professor of the University of Silesia, are also members of the Society. The goals of the organization specified in its Charter are the popularization of scientific knowledge and development of the people\u2019s awareness of political and economic phenomena and processes. The activity of the Society and its members focuses i.a., on the problem of depopulation. In 2019, the Society received a small grant for the organization of a scientific conference titled \u201cPolska polityka 1918\u20132018\u201d [Polish Politics in the Years 1918-2018]. One of the topics discussed during the conference was public policies, including activities connected with demographic issues.<\/p>\n
The Institute of Political Sciences publishes the journal Studia Politicae Universitatis Silesiensis.<\/em> It is a political science periodical, which concentrates on public policies (Evidence Based Policy), discussing i.a., depopulation. The Chief Editor of the SPUS is dr hab. Tomasz Kubin, professor of the University of Silesia, and the Secretary of the Editorial Board is dr Pawe\u0142 Grzywna. Other employees of the Institute of Political Sciences work as members of the Editorial Board or subject editors.<\/p>\nThe activities of the employees of the Institute of Political Sciences related to the problem of depopulation also include coordinating and conducting classes at the University of Silesia for Youths. This unit, being part of the Open University at the University of Silesia in Katowice, is coordinated by dr Natalia St\u0119pie\u0144-Lampa (assisted by dr hab. Armand Cholewka, professor of the University of Silesia, from the Institute of Biomedical Engineering), and the workshops at the Faculty of Media and Culture at the University of Silesia for Youths were conducted i.a., by dr Pawe\u0142 Grzywna. The University of Silesia for Youths is an educational initiative for school students who want to develop their scientific passions and interests. An additional aim of its activity is to make young people interested in the educational offer of the University of Silesia in Katowice and thus encourage them to choose to study there. This, in turn, may lead to their moving to \u015al\u0105skie Province and prevent the brain drain there. Furthermore, the workshops of the University of Silesia for Youths included subjects connected with demographics, aging of the society, family issues, and senioral policy.<\/p>\n
In the years 2018-2020, the University of Silesia for Youths was carrying out a project titled \u201cUniversity of Silesia for Youths \u2013 Science vs Contemporary World Problems\u201d as part of the Operational Programme Knowledge Education Development, co-financed with the funds of the European Union within the framework of the European Social Fund. During the project, dr Natalia St\u0119pie\u0144-Lampa conducted 6-hour workshops concerning the problem of depopulation at five schools of \u015al\u0105skie Province. The title of the first workshop was: \u201cKnowledge on the Aging of the Society\u201d, and the second one: \u201cSocial Problems of the Contemporary World\u201d.<\/p>\n
A program of personalised education (tutoring) for gifted students, called the University of the Best, is based on similar assumptions. It assumes the implementation of individualized educational cycles for gifted adolescents under the guidance of research and didactic workers of the University of Silesia in Katowice. The work on the program began in December 2017, and its coordinator back then was dr Natalia St\u0119pie\u0144-Lampa. Between September 2018 and September 2019, it was coordinated by dr Pawe\u0142 Grzywna, and since October 2019, it has been coordinated by dr Natalia St\u0119pie\u0144-Lampa again. In the first edition, apart from the University of Silesia in Katowice, the program was co-organized by the city of Katowice, and in the second edition, also by Chorz\u00f3w and Sosnowiec. The first edition of the University of the Best began along with the inauguration of the academic year 2018\/2019, when 30 most gifted students of schools in Katowice, selected from over 60 candidates, commenced work under the guidance of 23 tutors. With the tutor\u2019s support, each participant could choose one out of three scientific areas compatible with their interests. Six people chose the area of arts, 10 individuals chose the humanities and social sciences, and 14 students chose to develop their passions in science, natural science and technology. The first edition was concluded with a summative conference, which took place on June 18, 2019, in the auditorium of the Youth Palace. The participants of the event were students, their tutors, the program organizers, and the representatives of local authorities. At the beginning of the academic year 2019\/2020, the second edition of the University of the Best was inaugurated. Fifty-seven most gifted students started working in the program, developing their interests under the supervision of 46 tutors. Each participant could choose one out of three scientific areas. Five participants chose the area of arts, 9 individuals chose the humanities, social sciences and theology, and 43 students chose to develop their passions in engineering, technology, science, and natural science. Due to the pandemic of SARS-CoV-2, the conference summing up the second edition of the program was organized online on September 16, 2020.<\/p>\n
Between March and June 2019, dr hab. Mariusz Mitr\u0119ga, professor of the University of Silesia, conducted 8 hours of classes titled \u201cDemographic Determinants of Developing the Directions of Social Policy\u201d as part of the post-graduate course Legal and Social Policy Aspects of Social Insurance. The course was established by the University of Silesia in Katowice in collaboration with the Social Insurance Institution (ZUS). On September 25, 2019, Professor Mitr\u0119ga took part in a debate titled Demographics, Science and the Labor Market in Light of New Technologies and their Impact on the Social Insurance System, organized by the Social Insurance Institution as part of the Entrepreneur\u2019s Week event.<\/p>\n
On June 10-11 and September 9-10, 2019, dr Pawe\u0142 Grzywna participated in a workshop organized by the Marshal Office of \u015al\u0105skie Province, whose aim was to prepare a document \u201cRegional Health Policy of \u015al\u0105skie Province\u201d. During the meetings, dr Pawe\u0142 Grzywna focused on health policy for seniors, which is related to the process of depopulation.<\/p>\n
In 2020, dr Pawe\u0142 Grzywna and dr Natalia St\u0119pie\u0144-Lampa prepared in collaboration with dr Bo\u017cena Zas\u0119pa (Faculty of Social Sciences) the Strategy for Solving Social Problems of the Town of Sosnowiec for the Years 2021\u20132026. Sosnowiec is the most severely affected by depopulation in the entire Metropolis GZM. The research and didactic workers of the Institute of Political Sciences were involved in partial diagnosis of social problems, SWOT analysis and prognosis, as well as co-organizing workshops focused on establishing the main aim, operational aims, actions and indicators of the Strategy. The next stage of the works was the description of methodology, evaluation and monitoring, as well as the relation between the Strategy and other strategic documents.<\/p>\n
On September 11, 2020, the project titled \u201cYouths Make the Metropolis\u201d started at the request of Metropolis GZM. This action is scheduled to end in December 2021. Its leader is dr Natalia St\u0119pie\u0144-Lampa, and dr Pawe\u0142 Grzywna is a member of the team carrying out the project. The project will involve a total of 10 workshops for young people aged 16-25. Their aim is to find out what are the characteristics of future Metropolis the participants would like to live in, what could encourage them to study, work, but also stay and establish families there. The final result will be a report including recommendations prepared for the needs of the Development Strategy of the GZM. This action is designed to address depopulation.<\/p>\n
The Institute of Political Sciences also does some activity aimed at the popularization of knowledge about depopulation. On April 11, 2017, she gave the same talk at the Juliusz S\u0142owacki Academic School Complex in Chorz\u00f3w as part of the event \u201cScientists\u2019 Night at the S\u0142owacki School Complex\u201d. On September 25-29, 2017, dr Natalia St\u0119pie\u0144-Lampa took part in the University Science Park. It is a cyclical event organized by the Open University at the University of Silesia in Katowice for school students, during which young people can come to the University and listen to special talks prepared for them In 2017, dr Natalia St\u0119pie\u0144-Lampa gave a series of talks titled \u201cSociety in Numbers: Some Facts about Poland and Poles\u201d, attended by approx. 250 students and teachers. In the 2018 edition of the University Science Park, dr Pawe\u0142 Grzywna gave talks about the changing model of family, which is one of the causes of depopulation. Moreover, in October 2020, dr Natalia St\u0119pie\u0144-Lampa gave a talk titled \u201cThe EU in Numbers.
