Signing of an agreement on remuneration for University of Silesia employees

On 22 March 2024, an agreement on renumeration increases for employees of the University of Silesia in Katowice was signed between Prof. Ryszard Koziołek, Rector of the University of Silesia and the trade unions represented by: Aneta Trojanowska, MA – Chair of the University Council of the Polish Teachers’ Union, and Krzysztof Pszczółka, MA – Chair of the Works Committee of USil ‘Solidarność’.

Agreement

 

Concluded on 22 March 2024 between the Rector of the University of Silesia in Katowice and the trade unions operating at the University: Polish Teachers’ Union at the University of Silesia and University of Silesia ‘Solidarność’ regarding the increase in renumerations and functional bonuses of academic employees as well as non-academic employees from 1 January 2024.

  1. Funds in the amount of PLN 93,960,000.00 are allocated to increase the basic renumerations of employees:
    1. for academic employees PLN 5,583,300.00 (per month)
    2. for non-academic employees PLN 2,246,700.00 (per month).
  2. After deducting the derivatives of contributions to social security, the Labour Fund, the Social Benefits Fund and after deducting the increase in expenses related to the seniority bonus, the prize fund, and additional annual remuneration, the amount left for the increase in the basic renumeration is:
    1. for academic employees PLN 3,491,500.00 (per month)
    2. PLN 1,420,000.00 (per month).
  3. The calculation of the basic renumeration increase for full-time work in the group of academic employees is 32% of the basic renumeration determined as of 31 December 2023.
  4. The calculation of the increase in the basic renumeration for full-time work in the group of non-academic employees is 22% of the basic renumeration determined as of 31 December 2023, assuming that after applying the regulations, the basic renumeration of a non-academic full-time employees will not be less than PLN 4,600.00 gross.
  5. Part-time employees will receive an increase in their basic renumeration in proportion to their employment, rounded up to PLN 1.
  6. Employees whose remuneration was increased to the minimum basic renumeration from 1 January 2024 or after that date in accordance with the Regulation of the Minister of Science of 15 February 2024 amending the regulation on the minimum monthly basic renumeration for a professor at a public university (Journal of Laws 2024, item 235) or the Regulation of the Council of Ministers of 15 September 2023 on the amount of the minimum remuneration for work and the amount of the minimum hourly rate in 2024 (Journal of Laws 2023, item 1893) will receive a raise in addition to the amount specified in this agreement.
  7. The renumeration increase will apply to employees employed under an employment relationship on the date of conclusion of this agreement, excluding employees:
    1. employed from 1 January 2024 and later,
    2. who were within the notice period on the date of conclusion of the agreement (excluding persons retiring or receiving pension),
    3. whose remuneration is paid from sources other than the subsidy of the Ministry of Science and Higher Education,
    4. on unpaid leave, parental leave and rehabilitation benefits, who will receive a raise after returning to work.
  8. The provisions of point 7 a. do not apply to re-employed seasonal employees and employees who terminated their employment relationship due to retirement and re-established it.
  9. Employees whose remuneration is paid from sources other than the subsidy of the Ministry of Science and Higher Education may receive a renumeration increase at the written request of the administrators of funds confirmed by DBiK, if the applicable financing agreements allow it.
  10. The calculation of the basic renumeration increase for employees (sections 3 and 4) who, as of 31 December 2023, had an increased basic renumeration from external funds will include the part of the basic renumeration financed from the subsidy.
  11. Compensated increases from 1 January 2024 will be paid no later than 10 April 2024.
  12. The Rector will present the settlement of the increase to the trade unions by 30 September 2024.
