Lawyer, political scientist, the Inspector General for Finance of the French Republic (1973–1989), advisor to the Minister of National Education (1968–1969), member of several offices (1944–1969), Administrator of the French Red Cross (1979–1990), chairman of the French Association for the Development of Exchange Of Economic Technology and Finance (ADETEF, 1984–1989), president of France-Pologne Foundation (from 1989). Author of books on science and the development of local democracies. He was decorated with the highest orders in France (including the Commander of the Legion of Honour) and Poland.
