As democracies have come under increasing pressure from the rise of extremist movements on both the right and left of the political spectrum, and citizens appear to be withdrawing from the idea of democracy as the best system of rule, the role of digital technology in fuelling these trends has been subject to increasing scrutiny. To date, much of the concern has focused on how communication channels and particularly social media are being used by rogue actors (foreign and domestic) to coordinate \u2018disinformation campaigns\u2018 to disrupt elections and maximize division and uncertainty among electorates. While such developments are clearly of considerable concern, they have arguably diverted attention away from less immediately apparent, but potentially equally pernicious longer term threats that more \u2018conventional\u2019 uses of the digital media in elections pose for the health of democratic systems. The presentation will consider whether the growth in parties and candidates use of digital micro-targeting (DMT) in election campaigns is engendering a range of new and unintended democratic \u2018harms\u2019 in modern polities. Through a normative review of the practice of DMT we identify four main \u2018harms\u2019 to democracy that it engenders, and interrogate the empirical findings gathered to date, to assess how far these harms are being realised.
