The European Charter for Researchers at the University of Silesia in Katowice

01. Human Resources Strategy for Researchers (HRS4R)

In 2017 the University of Silesia in Katowice has been granted the HR Excellence in Research award. The University joined the group of elite institutions that ensure its researchers the best conditions for work and development: the transparent recruitment process, stability of employment and the opportunities for professional development at every stage of their careers.

The award, granted by the European Commission is one of the actions realized as a part of the Human Resources Strategy for Researchers (HRS4R).The initiative supports the transparent rules of recruitment of researchers and creation of the attractive job positions at the European universities.

Why is the HR Excellence in Research important for the University of Silesia in Katowice?

The HR Excellence in Research logo is awarded by the European Commission and it confirms that the institution:

  • applies the activities leading to creating the best conditions for work and career development for researchers,

03. Implementation of the HRS4R at the University of Silesia in Katowice – the key implementation stages 

  • the external (EC) evaluation of the HRS4R implementation
  • the monitoring visit of the European Commission experts

  • the formal acceptance of the internal evaluation report on implementation for the HRS4R by the European Commission
  • internal evaluation of the degree of HRS4R implementation

 

  • introduction of the “Regulations Concerning the Detailed Organization, Mode and Terms of Conducting Open Calls in Employment of Academics at the University of Silesia”  including the Policy of the Open, Transparent and Merit-based Recruitment of Researchers at the University of Silesia in Katowice

  • obtaining positive evaluation of the European Commission concerning the USil actions in the scope of HRS4R implementation as well as recommendations for the next assessment period
  • external assessment of HRS4R implementation
  • internal assessment of HRS4R implementation
  • preparation of the action plan for HRS4R implementation for years 2019–2021 (next assessment period)
  • defining the priorities in term of staff development in the Strategy of the University of Silesia in Katowice
  • audit of the human resources area (SWOT analysis)

  • commencement of work on the new Statute for the University of Silesia
  • establishment of the Human Resources Development Beaureau (presently the HR Department), whose tasks include, among others, coordinating activities and monitoring of the HRS4R implementation process

  • granting the HR Excellence in Research Award to the University of Silesia in Katowice

  • application to the European Commission for the HR Excellence in Research Award
  • development of an internal gap analysis and the Action Plan for 2016–2018
  • statement of support for the ECR principles
  • employee survey on working conditions at US for academic staff

05. European Charter for Researchers

The Europen Charter for Researchers sets the direction for the HRS4R activities.

  • it is a set of principles underpinning the development of attractive research careers to support excellence in research and innovation across Europe,
  • it defines the rights and responsibilities of researchers, employers, funders and policy makers, ensuring the equal treatment and professional development opportunities for researchers ,
  • It consists of 20 key principles, which are classified under the following 4 pillars:
    • Ethics, Integrity, Gender and Open Science,
    • Researchers’ Assessment, Recruitment and Progression,
    • Working Conditions and Practices,
    • Research Careers and Talent Development.

Did you know?


In 2024 the European Charter for Researchers replaced the two documents created previously: The European Charter for Researchers (2005) and Code of Conduct for the Recruitment of Researchers

Update of the documents was a result of implementation of the COUNCIL RECOMMENDATION of 18 December 2023 on a European framework to attract and retain research, innovation and entrepreneurial talents in Europe  (Annex II from p. 18).
