On 9 July 2021, the meeting opening the cooperation between the Polish Financial Supervision Authority Office (UKNF) and the Silesian University of Technology, the University of Economics in Katowice, and the University of Silesia in Katowice took place. During the meeting, an agreement on cooperation between these institutions was concluded.
In the meeting participated: Prof. Ryszard Koziołek, the Rector of the University of Silesia; Prof. Eng. Celina M. Olszak, the Rector of the University of Economics in Katowice; and Prof. Eng. Arkadiusz Mężyk, the Rector of the Silesian University of Technology in Katowice. The UKNF was represented by: Jacek Jastrzębski, PhD, DLitt, the Chair of the KNF; Kamil Mroczka, PhD, the CEO of the UKNF; and Sławomir Flis, the CEO of the UKNF Innovation and Technology Division.
During the meeting, possible forms of cooperation were discussed, the purpose of which will be to support the processes of analysis of large financial data sets. The UKNF, along with the Silesian universities, plans to extend competencies regarding supervisory technologies (SupTech) and regulatory technologies (RegTech) in order to exercise modern supervision in Poland and to make a transfer of knowledge and technology possible.
One of the main elements of realisation of this assumption is to apply modern methods of modelling with the use of machine learning elements, taking account of artificial intelligence algorithms. Due to the amount of information, the use of techniques of Big Data processing will be necessary. Moreover, due to the effectiveness of the acquiring knowledge process, it will be necessary to use both modern analytic techniques based on enhanced expert systems and statistical and econometric methods proven in supervisory practice, however, applied on a far greater data set. The combination of proven financial supervision techniques and modern technologies will result in a qualitative leap in terms of analyses effectiveness.
The cooperation between the Office and universities aims to facilitate communication between a supervisor and members of the market through easier information exchange. It will also facilitate academic environment involvement in key projects for the financial market.
The planned actions will involve mobilisation of the young generation just entering the labour market and showing them possibilities resulting from the broad application of new, innovative technologies in various aspects of life. The cooperation between the UKNF and Silesian universities will be based on joint scientific and educational projects. The institutions will realise joint conferences, trainings, and research projects thanks to the potential of educational staff comprising experts representing the cooperating institutions.
One of the main assumptions of the cooperation is to create opportunities for young people to participate in paid internships to acquire necessary competencies and create future staff in the field of analytics and intelligent methods of data processing. Such actions will allow using the knowledge of the UKNF experts and specialists, at the same time will allow broadening social awareness regarding modern technologies and digital transformation.
Entering such cooperation with academic units is consistent with the performance of tasks listed in the Digital Supervisory Agenda published by the UKNF in 2019.
